Raty would be a great gamble. Dudes struggled this past year but at one point he was seen as the best in this class

Only one Russian was taken in the first round. Is Russian player development collapsing and if you get drafted in the first round of the NHL draft its in spite of your development in the motherland... not because of it?
Or was this just an unusually bad draft year for Russian talent?
