I do believe with Lucic being a compliance buyout, that I wouldn’t have 750k retained against my cap.

I don't think it's laid out anywhere in the CBA or by-laws with respect to compliance (aka amnesty) buyouts. But for regular buyouts, each team is responsible for their respective portion of the buyout.
So, say you retain 35%, then the player gets bought out, you'd pay and be hit with a buyout penalty equal to 35% of the buy out caphit each season until the buy out has been fulfilled.

And so, with that said, I think you are right or your interpretation is at least fair - you'll have to "pay" your portion of Lucic's bought out salary, but since the caphit is $0, then 12.5% of a $0 cap hit is still $0.
