Two things I notice with the Bruins tonight.
1) They are really aggressive on the PK.
2) They do a really good job at clearing out 2nd chances in front of Rask or tying up the sticks of the Jackets. The Jackets for the most part are getting 1 shot and that's it.

Rask is playing at very high level too. He's made some spectacular stops.

The problem is the way the NHL wrote the rule. The ONLY options for a ref is a 2 min penalty or a match penalty (no Major and no Game misconduct). And in order to give a match, the rule states:

The Referee, at his discretion, may assess a match penalty if, in his judgment, the player attempted to or deliberately injured his opponent with an illegal check to the head.

The are having to determine if the player attempted to injure the guy which is kind of ridiculous, because whether you meant to do it or not, a headshot like that has a very good chance of causing injury and you know that going in. To me, it looked like the ref initially signaled that McAvoy was gone, then changed his mind.

McAvoy jumped into the hit, directly to the head. It was definitely intent to injure. Yeah, those two options suck, but that wasn't an issue here. If the McAvoy hit doesn't qualify for a major + ejection, no hit does. That's the definition of a dirty, suspendable hit. The refs plain old got cold feet because of the outcry over the call against Vegas, and because two refs lost their job in the second round because of that outcry. From their point of view, better to call the minor and let Player Safety issue the suspension later than call a major in real time and be wrong.

The NHL really needs to do what basketball does and allow refs to look at video to decide if they want to elevate a normal penalty to a major/flagrant. Majors aren't that common and have big impacts on a game. It's worth sparing a minute for the refs to get it right, especially when they're often spending that time talking to each other anyway.
