FDA issues emergency-use authorization for anti-malaria drugs amid coronavirus outbreak

So it looks like hydroxychloroquine is officially going on tour. I think it had been previously approved for 'compassionate care' by the FDA but this has to be good news.
I quickly read an article on CBC about the drug. Some Quebec official exercised extreme caution about its use. They confirmed trails will start and they anticipate to receive enough data in a month from now to have a better picture of its effectiveness.

Why is Quebec the epicenter for Covid-19 in Canada? Poor governing, public not following the rules, travel not restricted early enough? Is their one major issue facing Quebec or is it just an accumulation of things?

Governments have been hiding deaths in conflicts for centuries. Vietnam, Korean War, WWs, US Civil War, etc. It's a game governments and country leaders have been playing forever. They will not stop now.

A couple of good clusters caused by negligence by some community leaders seem to be at the heart of the epicentre. Certainly not provincial governance, which has been great.

Right now we're leaning heavily on our financial system and our psychological states until our health system is strengthened and out of danger. Ultimately, none of those fundamental pillars can be allowed to die. For the moment, we have to accept straining one to save another.

Governments have been hiding deaths in conflicts for centuries. Vietnam, Korean War, WWs, US Civil War, etc. It's a game governments and country leaders have been playing forever. They will not stop now.

Not the same case. This could have been prevented, or slowed down. A war is a war, it is "necessary" in the hands of leaders, a pandemic is a pandemic.

So it has more to do with community leaders not following the instruction/orders from the top and applying them to the public?

A quick read shows that it's been safely used for a long time. The biggest issue is dosage (as it is with most potent chemicals). Too much over too long can kill your eyesight and affect other organs. The good news is that it works against this virus in a few days, so those who'll be getting it first will likely have it administered by professionals while still in hospital.

I think it's a multiple factor.

1- We're very close to the biggest epicenter in the world in New York
2- Europe's international flights mostly land in Montreal and Toronto
3- Our numbers of testing and new way of adding cases to the count push us ahead (Ontario just added 351
4- The week off was right at the worst possible time.
