What's the argument for Ohio State over Penn State?

11-1 > 11-2

1) Alabama
2) Clemson
3) Washington
4) Ohio State

Ohio State stumbles by not playing in a championship game while zero- and one-loss champs get the top three slots, but not enough for a two-loss team to surpass them.

That'd be my vote.

2 losses vs. 1 loss with the 1 loss being the "better" loss
Stronger Schedule
3 top 10 victories vs. 2 top 10 victories

So essentially, it's better resume and better record, name brand vs. conference champion and head to head.

Ohio St. is a lock. It's Washington vs. Michigan vs. Penn St. They really value strength of schedule.
