Why, protected picks don't matter any more. Teams get a pick somewhere in the sandwich round regardless of what the other team gives up.

Although I admit I'm not 100% how the order is set.

Yea, Nationals would still get a 1st round pick in the sandwich round. It just means that the whole order doesn't move up.

A's should take a flyer on bring back Cahill to use in the bullpen.

I remember hearing that he is looking to be a starter, but is open to returning to the bullpen if nobody offers him a contract to be a starter. He looked great out of the pen so if the A's could bring him back to be a 7th/8th inning pitcher then that would be huge.

Exactly. In small doses his sinker can likely be successful.

It's based on the draft order (reverse standings).

Say round 1 goes:
11. Arizona
12. San Diego
13. Washington
14. Boston
15. Texas

Say the highlighted teams lost key FA are eligible for the comp pick. The draft order would be:
1. Arizona
2. Washington
3. Boston

The Diamondbacks’ offer was for six years and $120MM, MLB.com’s Steve Gilbert reports. The $20MM average annual value of the rejected offer already surpasses the $15MM-$18MM range cited by Rosenthal.

Meanwhile, the*Cubs*probably only have the financial firepower to add about $20MM to their annual payroll this winter. Sources tell Rosenthal that the club’s payroll will be in the $130-140MM range for the foreseeable future. Based on the numbers*at Cot’s Contracts*and MLBTR’s arbitration projections, the Cubs are a bit over $110MM in 2016 when including league-minimum players. That leaves some wiggle room for two adds, but probably not if one of those players is Price orZack Greinke
