Without a doubt if he reaches FA. Doug Wilson has already said as much. IIRC He said this a free agent year they've been targeting for a few years and they purposely have a bunch of cap available to go after a big fish. Pretty much said he's going after Tavares as much as he can without tampering

Definitely, it would suck to see jumbo go, but if that's the price you pay for Tavares, you pay it.

They would have around 23ish million in cap if they can get trade Martin and Boedker though. I think they could somehow fit Tavares, Thornton, and Kane possibly.

They would have 27ish if they trade Dillon too.

So,
12 for Tavares
6 for kane
5 for Jumbo

Not saying it will happen, but it's not outside the realm of possibility
