The obvious comparison here would be the Mane on Azpilicueta elbow where Mane barely jumped and threw the elbow and there was no red

Havertz leaped high for that and didn’t swing out.

I guess the break for Havertz here is that harsher plays have not been given as reds.

On one hand the shirt pull was bad and could have been a penalty, on the other hand Murphy threw himself to the pitch after he knocked the ball too far and he was definitely not pulled down.
