Salary cap would keep things in check, but you would still see RFA's salaries rise. The leverage that teams have on their young players to sign "bridge" contracts or good deal long term contracts.
It just takes a few big RFA signings and the domino's fall.
Imagine if every year the habs had to worry about signing young players? Subban, then Gallagher, then Galychenuk. It would be very hard to resign all these young players even if its one year because 29 other teams would be competing for them.
