It is not. Visitors to a municipality or state are not except from sales, hotel taxes, etc.

A player's salary is broken down to a per day basis for cap calculations so they would be taxed on that amount.

Interesting, if it was a fee in order to play, the NHLPA could challenge that players don't have to pay the fee to play in games, and then the team would have to pay for it...Just change it to a fee and you'll be fine, Pittsburgh.
