The point that they are in no way capable of creating a VHL team.

For the purposes of competitive hockey, they can just create their own league first, if that's the goal. Why drag in other countries that in terms of hockey are in no way comparable?

Even with their resources it's more realistic to send the already existing national team play abroad as it is than to greatly increase the level of the domestic hockey tournaments. If one is worried about the impact on a parents and girlfriends league like the VHL then the results could just as well be unofficial like often is the case when youth national teams and alike join in.
