I don't see any other solution than how hockey is currently run. You need equipment and ice time, and both are products that are bought and sold. It really *isn't* that expensive for the average player though.

When a guy who is an elite player in football quit hockey because it was too expensive to continue in a middle class family, what do you say to that?
