If you remember the tournament in Buffalo the attendance was a major disappointed. The organizers charged too much for tickets and overestimated the amount of Canadians who would attend. They were lucky Canada was in the Gold medal game as that was the only game that was near capacity.
Ya Last time in Ottawa, they set a record for a single city venue at 450k tickets sold, but it was still expensive because they know people will buy, seems like they couldn’t charge much more as there would be pushback eventually.

Good luck with that, Canadian prices ate awful, but the IIHF likes that.
The IIHF gets $6 million Canadian or whatever else is agreed regardless of organizer profit/loss. High profits merely make it possible to take a higher fixed sum from Canada than from other organizers.

In Buffalo it was too many times in a short period in a small area.

2011 Buffalo
2015 Toronto
2017 Toronto (although not the medal games)
2018 Buffalo

Canada is a huge country and most areas get the tourney once in 10-15. years which is close to the ratio European countries get it.
