I think the decision can be made at any time, including during the time the Senators are on the clock for their pick. But I do not have a link to an official NHL source for this.

I read somewhere we have to decide before we are on the clock. Say we're picking 4th; we need to decide before Bettman says we are on the clock. So I think typically you get the pick, then the photos and then Bettman saying we're on the clock. So we'd need to decide quite quickly.
