Sometimes you just get your bell rung... you get dizzy for about 30 seconds then your head clears up. Not saying he for sure doesn't have a concussion but by the same token you can't say he for sure has one.

You're correct. I can say that "getting your bell rung" is a brain injury though, because it is, and that it's reckless to have him out on the ice when we know that players lie about their health and that concussion symptoms can show up hours to days after a brain injury.
