who sets NHLPA agenda?

So if GB is representing the board, and sees that their directions are addressed and carried out, who sets the NHLPA agenda? And if its the players, or a certain group of them, how could they not see that this is The End Of Big Money! This is just bizzare - there is going to be less and less money for you to bargain for, pick up the phone and make a deal before your confrence at 4.
