The Panthers ownership and CEO are extraordinarily unlikable. They literally don't acknowledge the fans existence at all as far as needs are concerned.
It's all about what they can get out of this franchise, screw caring about the team being good at hockey.
And that's after they sabotaged a good young team on the rise that set all kinds of franchise records, maybe on the verge of contending, after a 5 year rebuild (this last paragraph is the worst of their transgressions, by the way).

From a purely objective point of view I would define a bad owner as one who inserts himself into hockey ops and/or doesn't provide resources to win. The former means unqualified amateur decision making overruling that of longtime pros, the latter means the team is handicapped vs big spenders. Even if not spending is not totally fair in the context, like the club is just operating within its revenue situation, it would still make the owner a bad one since a truly "good" one would be some bigtime billionaire who has so much money that he will keep spending anyway and eat a loss in order to keep his team as competitive as possible.

So by these criteria, probably Melnyk is the only one who hits both points. There might be some other guys who can be scored by one or or the other, but not both like Melnyk clearly seems to be doing if reports are to be believed.

Fair enough, wasn't aware he was doing that but I guess the Rowe/Gallant fiasco was Viola's decision? Some player roster moves too?
Yep. Changed the style of play (this started while they were ascending the standings in 2015-2016), removed Tallon from the GM position, tried to tell Gallant how to coach (this is related to the style of play point) which then lead to the friction and eventual firing of Gallant, the new GMs that replaced Tallon made roster changes to try adapt to the new style of play which went horribly wrong. And the worst part of it is, the new style of play is the worst style of play to pick for this team's cornerstone young players, Barkov, Ekblad, and Huberdeau.
And then after all of the ownership's interference lead to the free fall of the team the next season, they put an internal budget on the team this previous offseason. Then also, part of ownership has been constantly on twitter throughout this whole process talking **** to the fans.
