I believe they usually will, unless there are extraordinary circumstances that would cause them to pick a lower ranked team. So they are not completely required to do so, but they will in most cases.

As I read it, it’s up to the committee. Maybe they can make their opinion known, but it’s part of the gig of being in the NY6.
