How about trade Tanev and Virtanen to Las Vegas for 6 overall and then draft Glass and Makar

I would just have all non-playoff teams with equal odds to win the top three picks, but leave the format the same otherwise. Maybe even top five. It sucks we lost the lottery but I don't want teams to be rewarded for consistently being inept.

That would appear to be overpayment, considering the risk of the prospect coming back not panning out.
