Are you asking if this is something Philly would want to do, or are you quoting a rumor from somewhere?

If the former, my guess is "probably not".
If it's the latter, I ask for a source... which, if legitimate, my reaction would be "where do I sign?"

I'd see a similar return as to what Lindback got Nashville. Similar scenarios. Both have solid stats playing in minor leagues / europe. Both had solid stats playing in backup rolls. Both have number 1 potential and are young. So if Tampa set the precedent, I don't think we'd be far off getting a 2nd and a 3rd or more.
