Well, one does not contradict the other...

Except that it wouldn't exactly help the KHL if the non-Russian clubs could not get Russian funding. It's not like they could get nearly adequate enough roster with domestic only funding. Besides, the tie to government seemed to be much higher ranking than a parliament member. Or simply put, Putin wouldn't allow it.

The KHL needs to cut ties with FHR first. Then the IIHF. THe FHR should be running the domestic VHL only and not a multi national KHL.

It's not gonna happen. Look, it's from interview of Medvevev of four days ago where he is admitting that KHL couldn't break up with FHR. Actually they even have to pay money every year to FHR for an agreement they never wanted. And all that is because of the law about sport.
