Definitely not. What stops the losing team taking penalties to extend the game as long as they are tied/in the lead?
You can't be winning or losing since the game is in OT. If you keep taking penalties, you will eventually get scored on.

The NHL may need to look at this soon. If at least 50 percent of the time cannot be served in the remaining time on the clock, the game clock shall be reset back to 2 or 5 minutes, depending on the type of penalty.

Was thinking about this the other day. I don't like the idea of extending the clock for a powerplay for one reason. Imagine a scenario where a team, say the Rangers, needs a ROW to make the playoffs. A shootout win won't cut it because of the ROW tie-breaker. They're in OT, clock's winding down. Guys will start taking penalties to artificially give them more time on the clock.
My preference would be any player in the penalty box when OT expires is not eligible for the shootout. Or some variation on that, if people don't think that is a harsh enough penalty.

Eh, so if what happens in the Caps/Panthers game happens, the team with the penalty gets to go back to their top guys before the other team. I would have all my grinders and defensemen take penalties so we could just skip them in the shootout.
