Icings are already punished pretty severely. Plus, I'd say almost no icings are on purpose. And a lot aren't even to clear the zone. A lot are from teams trying to create offense and misconnecting. You don't want to incentivize to not do that.
Stretch passes often result in icings.
You'll be reducing the amount of breakaways, odd-man rushes, etc.

I think it's an interesting concept to consider (the idea of something extra for "repeat offenders") but I'm not sure if I'd go for the rule as stated.

It removes the skills from the game in favor or rules management. NBA teams deliberately fouling because they have fouls to give doesn't make the game better.
3 million timeouts also doesn't make the game better. Don't bring what's wrong in the NBA to the NHL.

Like we have not already got enough gimmicks in today`s game.
The only rule change I'd like to see is to not allow teams on the PK to ice the puck. They committed a penalty, they should not be rewarded and allowed to ice the puck without being called for icing. Make the team on the PK earn their clears by getting to the red line if they want to dump the puck in.
Personally, I think it'd create a lot more turnovers and offensive chances due to the team on the PK having to actually break out as a 4-man unit against a 5-man unit.
You guys made the same posts when 3v3 was suggested, then probs became some of the biggest fans of it after it was implemented.
The game is changing, and usually for the good. This is actually not a bad idea.
