It makes sense to me, goalies have the edge over the shooter in shootouts. What Spezza have figured out is exactly where and when to shoot the puck. Shoot too early or late, goalie will make the save every time.

Ben Bishop should get put in for shootouts only.

Bishop might be a better option than Anderson when it comes to shoot outs. He's so big, and he doesn't even need to move. The shooter will either hit him in the chest or miss the net altogether.
