Because it causes a higher escrow percentage for the players if HRR falls below the 5% escalator for the year. This has been a major issue the past few years where escrow climbed to I believe 16% or thereabouts. With improving revenue and a slightly better Canadian $ escrow has dropped to 11% this year and trending downward. But if escrow were to move the other way players may balk at using the escalator.
