I'm all for strong arming the city into arena improvements. I welcome that. But threatening to move games is a road they shouldn't have went down

How else would you strong-arm the city? You'd have to threaten to either move games or the team itself, otherwise what are you leveraging them with?

This seems to be overlooked. 10 straight years without a playoff series win. It's difficult to draw big crowds in the minors when you're so consistently mediocre/bad.

The Amerks could with the Calder cup 10 years in a row and Rochester would hardly care.

This makes absolutely no sense. Last time the Amerks won a Cup there was a line across the bridge to the library of people waiting for tickets. This city drew a massive crowd for the parade.

Tenants constantly make improvements to commercial spaces. Turn-key build outs are exceedingly rare in the world of commercial leases. How much cost and control of the process falls on the tenant vs. the landlord depends on a number of factors and varies from lease to lease.
