Almost no goalies ever get in the Hall. Only 6 goalies his career actually overlapped with are in. Top-15 of his era when he played in a 21 to 26 team league for most of it just makes him average.

Whose rookie season was more impressive: Hextall's or Barrasso's?
Hextall was the better season especially when you add in the playoff run.

More impressive? Probably Barrasso, as an 18-year old with no major junior, college, or experience in the minors right out of high school winning the Calder and Vezina. That's never been seen before and probably never will and is one of the most unique seasons in NHL history.

Hextall was 22 with three years of major junior and two full years in the minors before he hit the NHL.

BTW, Barrasso was pretty impressive with the PIM, too. He had 70 in 54 GP in 1988-89.

Hextall was never more than an average goalie who was highly entertaining for his antics and groundbreaking for his puckhandling ability.

Even his 'great' 86-87 season was on the best defensive team in the NHL that had made journeyman Bob Froese look like a superstar the previous year.

He does not have the numbers obviously but even narrative wise.

In part what made the Nordiques go over the top was getting Roy, Hextall did not do it there.
In the third act of is career with the Flyers, the tradition of goaltending being that team issue started.

is career was quite short and if we limit it to look at is short career during it he was:

RS:
#6 in game played
#3 in game won
#17 in save percentage (among goaltender with 300 games or more)
#11 in GAA (among goaltender with 300 games or more)
#1 in PIM

playoff:
#7 in game's
#6 in win's
#15 in save percentage (30+ games)
#17 in GAA (30+ games)
#1 in PIM

Do seem to be just below mediocre among long time starting goaltender (which is quite good, just playing a lot of games over more than 10 year's is good in itself at that position, it is an elite group by itself), but that would be low to get into the hall, in a position where the floor is really high. Would Hextall kind of open the door to say Sean Burke ?
