The ELC starts on July 1st. So 2024-25 is the first year of his ELC. He is AHL eligible in 2025-26, unless TPS releases him. Then he'll be AHL eligible for 2024-25.

Can he play for Hartford before the playoffs start to get a few games in before regular season ends? I know he cant play in the playoffs.

Correct. His ELC doesn't kick in until July 1st. So he is not eligible to play for the Rangers in 2023-24.

He can play for the Wolf Pack but only under a PTO. And only for the remainder of the season.

Once his ELC kicks in, the transfer agreement applies to him, which would require him to go back to Liiga unless TPS releases him.

This is the same rule that saw Adam Edström and Adam Sýkora go back to Europe in 2022-23.
