Doesn't the ball being unreachable and going out of bounds usually make a difference in calling a PK or not? The ball was rolling harmlessly out of play after Kane whiffed on his touch. By the time there was any contact the ball was out of play. This is something talked about when the keeper comes rushing out and the attacker knocks the ball past them for instance. Is it something that is actually in the rule books? Didn't appear VAR looked at this much if at all.
