6-7m on your 4th line isn't ideal... so we will need to fix that down the road. But sure... it would be a decent 4th line. At least one you can play night in/night out more than 3-5 minutes.
I don't think the cap hit of your 4th line matters if you can afford it with the cap. If you need cap space to improve somewhere else on the roster, you move out Hagelin (or even in a trade involving Hagelin to improve somewhere else on the roster), but it's not an issue if you have an expensive 4th line as long as you don't need the cap space for anything else.
Hagelin is probably gone after the year if I had to guess and I'm not entirely sold on Sheahan sticking around either, at least based on the Penguins apparently still looking for center help. I do think he has played well in the 3C spot, but what I think doesn't matter because I'm not calling the shots
