Personally you'd get more value out of this approach tbh. we could at least get prospects or picks whereas signing a useless scrub to a 1 year 12mil contract would get us no assets.
They don't need a 12 million dollar player to hit the floor. After signing white and ceci/ getting zaitsev they will need like 2 million or something to hit the floor while not putting their players on ltir

Buffalo offers:
Vladimir Sobotka (LW/C) 3.5 mil 1 yr for 2020 4th
Matt Hunwick (LHD) 2.25 mil 1 yr for 2021 6th

So I don't understand.

What's stopping Ottawa from going and offering a low/mid-tier free agent a 1 year term at a very high cap hit to get them over the floor?

Melnyk doesn't want to spend actual money to meet the floor.

Clarkson, Holden + 2021 2nd (VGK, has 2- theirs and StL) for, oh I don't know, a 6? This clears $7.5M for VGK to sign Gusev and the rest of their RFAs. Is that sweet enough?

Not a chance Clarkson would allow it. He'd lose 441k through taxes.

To OTT: Gagner (1yr, 3.15), Manning (1yr, 2.25), 2020 3rd, 2021 4th

To EDM: Klimchuk (or some other AHLer, don’t really care)

Why? You get move cap for less cash, isn't that the premise? You can keep Condon and pay him 3mil to be in the AHL and only get 1.4 deadcap. You could buy him out to pay just 2mil in cash but only have a 400k cap hit this year. Swap him for Callahan even if you retain on him and you pay less cash this year and a massive increase in dead cap. If anything Ottawa might have to add since Condon will be buried and carry dead space. While we could just keep Callahan on LTIR ourselves.

Sounds like a good plan. You should do it. Don't worry about the bonuses of Cirelli, Joseph, Cernak and Sergachev that will make your 20-21 cap smaller because you LTIR Callahan. By all means, OTT should be lining up for this deal that hurts them but helps you.

Wanted the Stars to trade Hanzal and his LTIR contract there. Don’t want to give up a first or any high end pieces, but if they’d do it for a 2021 2nd+ I’m on board.

If I were the Penguins I'd package Johnson with 2 2nds.. the only catch is they wouldn't be until 2021 and 2022.

This would be a good deal for Ottawa. It's better to stretch your picks out to avoid cap problems down the line when EVERYONE comes off ELC at the same time.

This is a good move for Ottawa.

Counts toward the cap and good value in the pipes

Sobotka I might take, but I’d rather not give up a pick. How about an AHL player in return?
Buffalo would be offering those picks.
Maybe I should word the post differently but the OP was asking FOR picks, not asking to GIVE picks lol.
So it would be a 4th and a 6th to take two 1 yr contracts.

Seems pretty dumb. The Jets are fine cap wise after the Trouba deal, after this hypothetical trade they'd have a bunch of cap space and no nearly enough NHL players

Why do that when you can get picks for players under contract? Zaitsev is an good example if it plays out as rumored. Upgrade at the position and get a sweetener for the cap support.

How does this deal hurt Ottawa? They save actual cash and get more cap. We also have Carle's dead cap of 1.83 coming off the books which is roughly the max bonuses for those players would be.

They already have enough room to sign everyone under the 89.65m offseason cushion.
