From what I can tell, a team can win the lottery no more than 2 times in a 5 year span. We won the lottery, so we are only eligible to do so once more in the next 5 years. Slim chances of us being hampered by that regardless, but still...I don't see the language on 'moving up' via the lottery, just winning the lottery. Perhaps there are further details I missed.

We didn't win the lottery, NJ did. But I might be wrong haha
