Just an FYI, I had to look up the actual CBA language for signing age:

9.2 Age of Players. As used in this Article, "age," including "First SPC Signing Age," means a Player's age on September 15 of the calendar year in which he signs an SPC, regardless of his actual age on the date he signs such SPC.

Harris gets a two year deal since the CBA considers him 22 even though he doesn't turn 22 officially until July. Whereas a guy like Isaiah Saville had to sign a three year ELC because he turns 22 a few days after the September 15 cutoff.
