They don't share all revenue, especially premium seating. Thus, giving only half the league a ninth home game will be a hard no from the owners.

Plus, the possibility of neutral site games could allow the NFL to try and make amends to St. Louis by staging a neutral-site game there on occasion, with the Bears and Chiefs as possible participants.

I'm not seeing how a neutral site game addresses this idea of income inequality. Someone is getting the money from the ticket sales at the neutral site. Either it goes to revenue sharing, or the "home" team gets it, or the two teams split it. The same solution could just as easily be applied to the "extra" home game. The teams with the extra home games split the extra revenue with the teams that are short a game, or that extra revenue goes to the league to be shared, or they just alternate each season and the home team keeps their own revenue. Giving some of the income to whoever is hosting the neutral site game, plus still splitting the profit that is left over in some way isn't better than just figuring how to split the profit of an extra home game.

Exactly. Just modify the CBA so that it indicates that the 'extra' game has 100% of ticket and club seat sales as 'shared income' - even share it with the whole league.

The real point is:
If the game is in an actual NFL home city and home stadium, it will bring in much more $$ than it ever could in a neutral site. St Louis (the city) isn't going to sell out a neutral site NFL game. Nor would any of the other places mentioned here.

It will be an interconference game, so all conference teams, who are contending with each other for playoff spots, will play the same number of home games (either 8 or 9). So, there is no competitive disadvantage.

It's a money grab on the part of the owners, balanced with player concerns about too long a season, so the exhibition games will be cut. There is much less money in those for the owners, so this is a win-win.

Would they have in year 1 all NFC teams be the home team in these 17th games and then in year 2 have all the AFC teams as the home team? Seems most fair for the competitive standpoint.

With that, after the 4 year cycle you swap the home/away so that the home games are against other divisions

1 - Home East
2 - Away North
3 - Home South
4- Away West
5 - Away East
6 - Home North
7 - Away South
8 - Home West /repeat


Alternatively this could lead to 16 neutral/international games annually.
8 - London
1 - Canada (Tor, Mtl, Van, Edm)
2 - Mexico
4- USA (ORL, SAT, OKC, SLC, STL, BHM, SD, LOU, ...)
1 - Other (Asia, Australia, Latam) - this would almost have to always be in week 1 of season
