I think your hypothesis is good - but there are other factors in play. I really do believe that MTL is far less likely to get penalized in a close game at home and more likely to get a call to go on a power play than WPG (and 25 other less prestigious teams). The data shows that away teams get 6% more penalties than home teams! but in certain buildings and with certain referees, it's almost twice that amount. Of course, the data doesn't capture non-calls, so maybe we only have half the equation, and the problem is that much worse.

Certain coaches, like Peter Laviolette make a point of screaming at referees after virtually every call or non-call. You'd think this would work against them eventually but maybe not? Laviolette coached teams are almost always in the bottom third of teams that are shorthanded ( this year they are 27th with only 131 times shorthanded vs our 200.) maybe it's a coincidence, but I don't think so.
I don't think there is a league wide conspiracy, and certainly not one against WPG, but we're definitely getting more than our share of calls this year.
Agreed, though I'm less concerned with with home team bias because it should eventually 'even out' (as will most bad calls, over time).
And I think Laviolette's tactic--"playing the ref"--is a pretty established tactic, though I would have imagined it imagine it backfiring as much as working. Maurice is no spring chicken and he seems pretty willing to tell the officials what he thinks of calls on occasion, too.
I just hope that some day soon the referees start getting the memos about how the Jets are a good team that has been plagued with awful goaltending for too long, and those call start evening out.
Then of course, there's the playoff when nothing is called. Can't wait.
