Cap hits have to be going the other way. No team is absorbing $9.5 million.Not playing well, a monster cap hit, and 2/3rds of the teams having 5 mil or under in room is going to mean he’s extremely difficult to move.

Good luck with moving him at that salary with his declining production.
As mentioned above, for every Neal who bounces back (at this point) there is a Lucic, an Eriksson, or a Seabrooke who look pretty much shot.
(At least shot as their play relates to making big money...)
