Olympic participation is based on being a national of a country, citizenship is not needed, so Jamaica could consider anyone with Jamaican ancestry a national.

Arguably it's much easier to simply hand out passports than to alter the constitution.

IIHF requires citizenship as well as 2 years of residency(playing 2 full seasons) for the country they will be playing for in IIHF sanctioned tournaments including I believe the Olympics, so most of those players listed above will not qualify.
