Signing bonus money already paid to the player. Unlike the NHL, in the NFL teams take on cap hits based on what they actually pay the player.

Brady for example, cost the Patriots like $17 mill in dead cap last season.
Brees will cost the Saints over $20 million, but he re-did his contract so it lessens the blow next season, but really just splits it over 2 seasons.

For guaranteed money, there are 2 main ways to give that to a player. Either via signing bonus, or you guarantee base salary early on during the contract. SF did that with Jimmy G, with only like a $7 million SB. His salary for the first couple of seasons was fully guaranteed, thus since they had cap space in those years, they used it rather than spread a signing bonus over multiple years.

Other teams who are up against the salary cap use a SB to push a cap hit into the future, with a rising salary cap.

Just for clarification, is the amount of $38 million owed, is that just for next year (dead cap) or was that amount of dead cap from the entirety of Wentz contract?

How can Roseman keep his job? I don't even think this is that bad of a trade for the Eagles, but moving on from a QB you just gave a massive extension to is a horrible look IMO.

Best to check a website like Spotrac that does a great job of breaking down earnings and cap hits.

The Dead cap is over $33 million. From the contract details for the 2020 season, the Eagles gave Wentz $30 million as an Option Bonus and he had $16.3 million as a Signing Bonus on his extension.

The Dead Hit to Philly is the $9.8 mill of the SB and $24 mill of the Option Bonus.

What's tough to swallow if you are a Philly fan is that the 2020 season was Wentz's 5th season in the NFL and as a first round pick, the Eagles could have had him on a 5th year option worth around $25 million or something instead. Could have franchised him for the 2021 season at around what Dak made which was $33 million. But, the figured that the had seen enough in year 2 when he was trending towards an MVP season to lock him up early.

Because Jeff Lurie basically thinks he is his son

Well, the same happened with Rams, and they actually had to give something up to trade Goff, for this trade I think Eagles did OK. Their market was quite limited and still got value for Wentz.
