Simple question, are big clean hits against the rules by (at least) a 2 minute minor at this point based on how refs call games?

No. They obviously catch the eyes of everyone, so I'm sure that sometimes refs make mistakes, only partly see the hit, and call it mostly based on the result. That's a mistake, but I'm sure that any ref that has a clear view of a big (clean) hit, would never call it.

Even "clean" hits cause way more head injuries than they're worth, so yeah, they should be penalized.

Ian Cole recently delivered a textbook hit of what the NHL wants to see. He got ejected from the game for it.

I'm not sure I understand the question. Perhaps I'm zoned out today. If it is a "clean" hit it isn't against the rules by definition. Is the question are refs calling clean hits as penalties?
