New Rules for 2020-21

1. Roster increase which should encourage more trading amongst GMs
2. More teams in the playoffs keeping more players invested in the pool longer
3. Bottom 6 teams draft order is completely determined by draft lottery

Rosters

1. Increase maximum from 30 to 34 players.
2. Minimums change from 13F, 7D, 2G to 14F, 8D, 3G
3. Maximum number of goalies changes from 3 to 5
4. Roster minimum is 25 players total, except for the off season.

Playoffs

1. 16 teams make the playoffs instead of 12.
2. All players points count towards the point total same as before.

Draft Lottery and Draft Format

1. Draft lottery will be between the bottom 6 teams that do not make the playoffs.
2. All bottom 6 lottery teams draft position will be determined by lottery.
3. For the remaining teams, the Draft order will be in the same order of playoff finish with the exception of the top team in the regular season.
4. The team wins the regular season always drafts last.
5. The team that wins the “Stanley Cup” of HFOil in the playoffs always drafts second last overall no matter where they finish in the regular season.
6. If it is the same team that wins the regular season and the playoffs the team picks last overall.

To level the playing field starting in 2021-22 (the season after next) I would like to introduce a $100 million dollar salary cap ceiling and a $75M salary cap floor which includes all 34 players.

I was looking at active and non active players but that makes it too hard to manage as well as confusing for players. As well this creates a lot more work for players and the goal of the keeper pool is to create your team and make some trades but not get bogged down every day activating players.

The salary cap is really the great equalizer and will disperse some talent making the league more competitive and keeping more players engaged throughout the season. Rebuilding teams could still be competitive and it creates trade scenarios where teams with cap space can take bad contracts along with picks or prospects.

Could also add in buyouts where teams could buyout a bad contract and it would count towards the cap using Cap Friendly.
