I just thought of this...
If they pick the draft team backwards, then it means...
A team with 3 balls is more likely to be picked first. So this means that teams like the Pens or Rangers are more likely to get the 30th pick than the first! If they start by drawing for who gets the 30th pick and go at reverse until the 1st pick, then the best chance a team has of getting the first pick is to never get picked during the draw, which means that teams like Detroit or Colorado have a better chance of picking first than Pittsburgh or New York!
