It hasn't been enforced, but a clock was definitely mentioned.

While I work on the regular draft charts, we're going to go ahead and start the Entry Draft. The clock will begin tomorrow (6/18) at 6PM. Picks can be made beforehand but teams will not be punished if their GM is not around to make a pick. As always when a GM misses a pick we go by the Highest Ranked player available. That is different than the regular draft where teams miss out until the end of the round.
