Is this the guy responsible for the drafting of Filatov and Zherdev by the Jackets?

Well he probably had input in the decision but I highly doubt their GM and head scouts would rely on just a Russian scout to make a top 5 selection in a draft.

Tkachenko - 4
Mozyakin - 9
Zherdev - 1
Kosmachev - 3
Guskov - 7
Plekhanov - 3
Mayorov - 4
Filatov - 1

...this looks pretty bad to me, but I guess there's Columbus' poor track record of development across the board to factor in...

Those were universally regarded as top 5-10 picks, you didn't need a Russian specialist to scout them. Those failures fall more on the Jackets' horrible prospect development, not their scouting.

Anyway according to Roulin's post it doesn't look like he has a brilliant track record but more eyes in Russia can't hurt I suppose.

Mozyakin is a superstar in the KHL, we all know the Zherdev experiment didn't quite work in the NHL, even though he showed great potential early, still a star in the KHL, Filatov, didn't work either, Mayorov I thought could surprise, well, he didn't, Guskov never left Russia, and have been a pretty good D for most of his career... now, we're talking about Columbus, so maybe they didn't take the time to help them adapt, or whatever, but there are good players there, and with the development team we have in place now, who knows. Like someone said though, he's only one scout...

Not too impressive imao. Filatov and Zherdev were certainly not his shots at 4th and 6th picks overall.

This year there are a lot of high upside Russians, makes sense to boost our staff there.

To be fair, Columbus did make a hell of a trade for a guy like Nikita Nikitin recently, who had been in the KHL as recently as 2010, so Telepin probably had a say in that trade since it seems he was scouting amateur and pro.

I doubt you can point to only one guy for the failures of most of CBJ draft picks. There is not only Zherdev and Filatov, there is Brule, Picard, Leclaire, etc This is more of a system problem. Also, with the high exposure top prospects its certainly not only is decision. Dont forget he doesnt scout other countries so he is not the one choosing to draft Zherdev over Getzlaf, Perry, Carter etc. I think a scout has to push more for the late rounds picks and most of the time late round russians stay in russia.

having a guy scouting the KHL for talent can't hurt. If we ever need to sign a player to fill a role, what better league to steal from if we can, and his 2 cents can help in the decision.
