In the current rules? Not really. I still find it harsh to award a penalty for a foul that in no way stopped a potential scoring chance though.
Not more harsh than accidental hand play somewhere in corner of the box. Many penalties are too harsh if you look at it this way.

A handball is interfering with the play directly though, no matter where it is in the box. A foul off the ball is a foul, but only in the box would it result in such a harsh result like a penalty. Anywhere else and the ref plays advantage and just gives the yellow later.

Poland is rife with problems at the back and in goal and Spain could not deliver. Congrats to Poland for grinding Spain down to secure a much needed point in the standings.

Yes, because anywhere else advantage has often higher potential than free kick. It has not so much to do with the fact if the ball was passed before. Penalty kick is quite often inadequate punishment.
