Yes. If both GM's agree on it, and provide valid explanation for the trade. I see no reason not to.

agreed, if this game is going to be successful and realistic, we need to keep the salary cap.
Also, vetoing should be involved but you need at least 16 vetoes to nix a deal, that way the majority rules.
