I would buy that if they got it right on ANY level, like, okay, you missed it in live action, but then it's on the department of player safety to make these players sit for a substantial period of time. Not a game. Not two. If you hit someone in the head, if you hit two people in the head in the same game, you need to sit for a while. 5 games at least. You need to miss some work, miss some pay, and actually think about the possibility of not only ending someone's career, but also just ruining their lives post-hockey.

Alternatively, if you're unwilling to call these penalties or suspend them, simply allow the injured player to take a ball bat to their head for every head shot.
