Yes. After the deadline, teams can carry as many players as they want so long as they're cap compliant.

I could see Weise joining before the TDL. I honestly think him going to Laval is more like a conditioning stint as he hasn't played much and a way to get him acclimated. He'll be with the big club soon enough. Seeing as he cleared waivers when Flyers placed him there a few weeks ago, he was much easier to send to Laval.
