I just finished watching the Caps alt-cast replay to check on the real-time gap, and the host monitoring the DET-MTL game updated the Perron goal basically as the puck dropped with just over 4 minutes left to play. There were no stoppages in PHL-WAS between that faceoff at 4:02 and Torts pulling the goalie with around 3:15 left to play. The ENG was scored with 3 minutes left, and Torts indicated he learned about the Detroit goal at that stoppage. If that host's update is the live feed, then the video coach watching for Philly basically has to wait out if Toronto is looking at it because it's in the final minute, so has to wait for puck drop at center to confirm, which takes 30 seconds or so. That leaves about a 15 second window while the puck is live to relay a message from video->assistant->head coach, while the puck is live, to change the goalie pull.
Edit to add: I checked the timestamps on the Detroit goal, and Perron's shot went in at 2:32:36 on the stream, and puck was dropped at 2:33:50, and the ref was still talking to the timekeeper in that 2:33:30 area, so closer to 90 seconds on the time between goal and puck drop.
