They do that when a strap has come off. It's unsafe to play that way, so the league isn't about to crack down on it. Likely they encourage goalies to do this to make it clear that play needs to be stopped.

You missed when the puck is in a dangerous position for the other team. Sure sometimes it's come off, most times I doubt it.
