Bulgaria backed out of the tournament. No reason given, but considering its being held in New Zealand, one has to figure the cost played a factor.
They probably weren't a candidate for promotion though; its hard to really tell at this level, so I'll play it safe and say China, who was relegated last year, facing New Zealand for the title.
